  It depends on what kind of entrepreneur you are. You can come to Canada and do business with Canadian companies if you have some sort of consulting practice.
  
  Now, the paperwork always takes its long and sweet time, but that does not restrict you from conducting business with Canadian companies. What it restricts you is from registering/incorporating a company in Canada (at leat 51% of shares need to be owned by a Canadian resident)
