does the bulgarian has to pay any money before they leave the contry?

  my frend live in bulgaria . we invited him to visit us in england but he said he need money to pay for his national insurace as he cant leave bulgaria without paying the national insurace. i wanted to know is that true or he is just finding excuses not to come or to claim money from us??
