Re-Entry in saudi Arabia

Dear Sir; I would like to have your advise regarding my brother he has finished his 3 years contract and he came to india after 3 and half years on six months exit-rentry due to some home problems and his health problem he didnt went back to saudi though his re-entry visa expired and his iqama is also expired, now the company dont need him and they r not giving N.O.C. but my brother want to come to saudi on another visa for employement please advise me can he proceed with it.
