visit visa for mother

• Dear all
  
  I would like to apply visit visa for my mother and mother-in-law together. I wanted to know if this is possible and the any hints for that process.
  
  Moreover, if I get a visa for only one (e.g. mother) when can i apply for my mother-in-law. Will it be after my mother get visa stamped on her passport in Pakistan or after she arrives in Saudi?
